Secours Islamique France (SIF) is a Non-Governmental Organization of international solidarity based in France. Founded in 1991, SIF is a non-profit and non-political organization dedicated to alleviate the suffering of the poorest people. SIF acts wherever humanitarian and social needs require mobilization of emergency relief and/or implementation of development programs.
FOOD SECURITY PROGRAMME MANAGER M/FLocation: Maiduguri, Borno with Frequent moves to Ngala LGA (Gamboru / Ngala)

MISSION CONTEXTWith a view to launch an emergency intervention in Nigeria, SIF sent an exploratory mission to Borno State in September-October 2016, and decided to intervene with the provision of humanitarian assistance for the conflict-affected population in Ngala Local Government Area (LGA).
The mission opened its first operational base in Maiduguri in December 2016, and has been developing quickly. Three projects in the sectors of food security and protection are currently implemented: food distribution and blanket supplementary feeding activities funded by the World Food Programme (WFP), seeds and fertilizers distribution activities funded by the Food and Agriculture Organization (FAO), and Gender-Based Violence (GBV) activities supported by SIF’s own funds. In addition, an integrated food security, livelihoods and NFI project funded by CDCS (Centre de Crise et de Soutien) will be launched in September 2017.
MISSION/ ROLEActivity implementation (in cooperation with the Base Manager and Program Coordinator):
To participate in the elaboration and the implementation of the projects.
To define partnership modalities for the implementation of the projects when relevant.
More Specifically:
To organize and supervise technical trainings for beneficiaries on: crop and livestock production and Income-Generating Activities and Village Saving Loans Associations.
To identify main market-driven activities for women.
To organize and supervise distribution activities, if necessary.
To support food distribution and blanket supplementary feeding activities if necessary.
Monitoring (in cooperation with the Base Manager and Program Coordinator):
To make frequent field visits to monitor program implementation and to identify opportunities/ constraints/ adjustments needed.
To hold planning and progress review meetings with local authorities, community leaders, and operational partners.
To ensure quality control of the projects and the respect of agreed standards (including mainstreamed gender and protection, beneficiary participation, accountability, etc).
Reporting (in cooperation with the Base Manager and Program Coordinator):
To inform immediately (verbally and in written if requested) the Base Manager and Program Coordinator of any delay, conflict, problem encountered as part of the project implementation.
To provide weekly written updates to the Base Manager and Program Coordinator.
To prepare internal quantitative and qualitative monthly activity reports.
Human Resources (in coordination with the Base Manager, Program Coordinator and Admin Department):
To define and update the human resources needs for his/her program.
To participate in the recruitment of human resources related to the program.
To ensure a good communication/ coordination/ information-sharing between each program team member through regular coordination meetings.
Finance (in cooperation with the Base Manager, Program Coordinator and Admin Department):
To prepare the planning of expenditures, the budget forecast, the cash flow plan and requests for his/her activities.
To monitor the level of expenses based on the budget follow-up of his/her program.
Logistics (in cooperation with the Base Manager, Program Coordinator and Logistic Department):
To participate in the elaboration of the projects’ procurement plans, according to the thresholds and procurement processes.
To supervise the management of local contracts for goods and suppliers.
Security (in cooperation with the Base Manager and Logistic Department):
To follow the evolution of the security context with relevant stakeholders and to regularly report to the Base Manager.
Operational strategy & coordination (in cooperation with the Base Manager, Program Coordinator and HoM):
To contribute to the elaboration and update of the mission’s FSL and operational strategy.
Representation (when requested by the Base Manager, Program Coordinator or HoM):
To represent SIF with international/ national operational partners, State/ regional/ local authorities, community leaders, and beneficiaries.
To liaise with local authorities, community leaders, other NGOs/ agencies, and donors to share program progress and challenges, and to ensure implementation of common standards in the field.

PROFILEMaster's Degree in Agronomy or Agricultural Engineering.
Minimum 3 years of previous experience in humanitarian work, including in the FSL sector.
Extensive knowledge of project cycle management ( Well-developed organizational and planning skills).
Strong proposal and report writing skills.
Experience in budget holding.
Experience in team management
Ability to produce quality work and to make decisions under pressure.
Excellent written and spoken English.
Good computer skills and proficiency in the use of MS Office (PowerPoint, Word, Excel).
Strong communication and representation skills.

ADMINISTRATIVE COORDINATOR (M/F)Location: Maiduguri, Borno
Starting date: ASAP
MISSION CONTEXTBased in Maiduguri, the Administration Coordinator M/F is an expert in administrative and/or financial and/or human resources management and will be in charge of a management team, on various bases.
THE ROLEOperational Strategy & Coordination:
To contribute to the elaboration of the mission’s operational strategy: context analysis and its evolution, elaboration of problem trees and proposed solutions, needs assessments analysis, proposal of new actions, budgeting and HR dimensioning.
To be part of the Coordination Team (SMT)
To participate in the analysis and proposal of solutions for all decisions impacting the mission in general.
Accountability Management:
To ensure the correct parameters of the accounting software
To ensure the accounting, non-accounting and expatriates data entry in the accounting software.
Cash Flow:
To define and update the conservation and cash flow procedures (Cash Management) in accordance with the local context, to propose alternatives in case of context evolution, to authorize and organize transfers of funds on the bases.
To consolidate and validate the cash flow forecast of the mission and send it to the HQ.
Budgetary and Financial Management:
To elaborate and validate the project budgets.
To prepare the mission’s annual budget and its analytical reallocation.
To edit, check and communicate the monthly budgetary follow-up (projection included) to the Coordination Team and to the base admin/coordinators, to question the relevance, alert and support the coordinators.
HR Management:
To collect payroll variable components (time, advances…) on the base, transmit all the necessary data to the payroll department in the capital and be sure the payroll will be received.
To supervise the management and follow-up of the welfare benefits received on the base (illness…)
To follow the working time (days off, time off and overtime), ensure the rules respect and alert Managers if necessary.
To supervise the staff recruitment according to the mission procedure.
Management - HR:
To supervise the recruitment of the administrative staff members: elaborate and correct tests, prepare and conduct technical and managerial interviews.
To manage the administrative teams : briefing, planning, follow-up, management, performance interview, technical capacity buildings, etc.
Security:
To implement the security policy in cooperation with the Head of Mission.
To participate in the evaluation of the general security, the procedures definition and updating.
Representation (under HoM request):
To represent SIF as part of the activities to operational partners and to local or regional authorities (ex : registration as employer, social security, immigration, etc.)
To attend conferences, coordination meetings, clusters and donors meetings.
Reporting:
To elaborate monthly administration, financial and HR reports for the Head of Mission.
To elaborate the admin, HR and Financial part of the donors reports according to the deadline requested.
To inform immediately the Head of Mission of any delay, conflict, problem encountered as part of the activities.
To propose improvements to the intern reports formats.

PROFILEMinimum 3 years of previous experience in humanitarian work, including previous experiences as Country Director, or Deputy Country Director, or Chief of Party with INGOs in similar context.
Substantial experience of strategic thinking, including identifying, analyzing, problem solving and responding to opportunities and challenges and the ability to translate these into practical plans of action.
Extensive experience of securing substantial external funding. Evidence of understanding the challenges of donor and contract management and the implications for program management.
Extensive knowledge and experience of project planning and budget holding; proposal and report writing.
Knowledge and understanding of project management tools (Logical Framework analysis, project cycle management, objectives and indicators etc.)
Strong leadership skills and a supportive management style (experience managing national and expatriate staff)
Strong communication skills, with excellent written and spoken English (and desirably French)
Ability to understand the cultural and political environment and to work well with partners including local authorities.
Experience of working within an insecure environment with responsibility for security planning, monitoring and management
Confident and proficient in the use of MS Office, especially World and Excel
An understanding of and commitment to SiF's mission and values
